GRUB Install

hi all,
i have a new hard disk without any OS or Bootloader. i want to install GRUB 
bootloader on this new harddisk. but i only want GRUB (bootloader) to be 
installed on this harddisk. i dont want an operating system with GRUB.
how i can make it
