I suppose you could fetch a localised .tar.gz file from
http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-aviary1.0.1-l10n (rather than the en_US one from .../latest-aviary1.0.1) and adjust the filename in firefox.spec accordingly.
