Suggest a Bugzilla query on Comments containing "PCI hot plug".  Lot of
entries.  This one may be relevant:
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=155794

Either enter a comment on your problem on an existing BZ entry or file a
new one if nothing matches.
