I've seen this behavior when attempting to force a connection to one WAP
when NM wants another one, particularly when the one I want has a hidden
SSID. I think restarting the NetworkManager service should give a clean
start.
You may want to take this up on networkmanager-list at gnome.org. I think
it's being worked on.

You can't, at least not yet. I believe this is a shorcoming with the
Keyring manager that is being worked on.
