Fedora does not follow the debian release system and such comparisons 
are pretty vague. Fedora is meant to be stable in the sense of being 
robust but not stagnant. If you want want to better the chances of 
reducing regressions, get a test system, enable updates-testing and 
provide feedback in fedora-test list and bugzilla
