System fails to reboot or poweroff following upgrade to FC4

I actually meant during the boot action.

Usually these problems are to do with ACPI or APM as you initially tried
and are sensitive to kernel versions too, maybe worth trying a later
kernel from here:

http://download.fedora.redhat.com/pub/fedora/linux/core/updates/testing/4/i386/

Can it be some BIOS-related problem on this cheapo motherboard?  Are
there any BIOS settings to tweak?  BIOS updates?
