Rsync doesn't do encryption on its own.  You either need ssh listening
at the remote side or some kind of vpn.  And if you are using the
windows/Cygwin versions, rsync doesn't work right when started by
sshd so there you'd have to use ssh to port-forward to the listening
daemon-mode rsync anyway.
