APC UPS + Fedora Core 4

Apcupsd "works" here. It is not as clean or complete as I'd like it to
be. And due to an unusual configuration I had to do considerable hacking
to make it happy here. I use it over a network connection to a pair of
Matrix 5000 UPSs.
