First check that you can do it from the same computer
$ pgsql template1 --host=127.0.0.1

if not check that there 'pg_hba.conf' has a 'host' line, and 
in the 'postgresql.conf' file the 'listen_address' been setup (assuming that 
you are using verson 8)
