. Set the umask to 00x ("x" can be anything, I suggest 7 or 2 depending

edit /etc/bashrc.
. Create a group and chgrp the directory to that group (you can use an
existing group, say users).
. Add all users to the group you've created or selected.
. set the SGID bit of the directory (chmod g+s directory_name)
