I believe that cpio (and, similarly, tar) use "rsh" (port 512), not telnet.

You can use ssh instead of rsh by giving cpio the appropriate option:

--rsh-command=ssh

e.g.:

cpio -C 65536 -ocvF --rsh-command=ssh REMOTEIP:/dev/rmt/Xmn
