debian apt repository on fedora

Hi,
I have a Fedora Core 4, and need to install a debian repository on it.
Not an AptRpm repository, but a real debian one.
Almost all the work can be done with 'mkdir' and copying files, butthe
package scanning should be done with the dpkg-scan{packages|sources}
tool.
Would you know any rpm or src.rpm of those tools?

PS: I made some search, but found nothing.
