problems with kcontrol

Are there any useful diagnostics on stdout if you run kcontrol from a
konsole window?

Also try adding a new user, logging into KDE as them, and see if the
problem exists for the new user.  If they new user's kcontrol is okay,
the problem may lie in your user's ~/.kde/*
