cron is a scheduling program. It doesn't know anything about files, let 
alone backup.

The philosophy of Unix has historically been to build lots of little 
specialized tools and then glue them together with script to create full 
applications. So cron would typically be used to provide the scheduling 
part of a larger backup application. The file part might include tar or 
dump. The DVD part might include cdrecord.
