pam_console question

When I login through gdm/X, I want to own /dev/tty[0-9]*

I create a new file, /etc/console.perms.d/90-tty.perms, that contains the 
following:

<tty>=/dev/tty[0-9]*

<xconsole> 0600 <tty>   0600 root root


Yet, this does not seem to work.  If I log out, and log back in, it doesn't 
look like pam_console sets the ownership of the /dev/tty files.  What am I 
missing?
