Gene, the following worked for me on FC4.
Edit /etc/sysconfig/desktop. Add or modify line to read
DESKTOP="KDE"
This will cause all users to default to KDE. If you want to use KDE's
displaymanager append this line:
DISPLAYMANAGER=KDE
