yum local repos first?

If you set failovermethod=priority in the relevant repo file, then for
that repo it will try the repositories in the order that they are
listed in the baseurl line.

If you set failovermethod=priority in the /etc/yum.conf, it will do
this for all repositories.

Have a look at man yum.conf for more info.
