If I'm doing something like adding a new printer through the web
interface, it's the root username and password that I enter.

I know that doesn't seem a particularly brilliant thing (root passwords
in the clear over HTTP), but there's never been anything that's asked me
to set up some special CUPS administration password.

NB:  Just because it's done over the localhost doesn't mean it's safe.

I wouldn't have thought that would allow you to install or configure a
printer.  But it might let you manage print jobs that belong to you.
