submitting patches

Hi All,
Concerning, for example, mutt. An older version, 1.4.2 from 2004 I
believe, is installed by default. I always compile my own with some
of the third party patches referenced on mutt.org. If I want to
share these do I just need to put them on my site or can I submit
them to a developer or ? What's the procedure?
