It's the thing that makes it so you only get two (or another number as
defined in the plugins' configuration) copies of the kernel installed at
most, rather than every update piling on after the last.

Theoeretically, it's generalizable to package defined to be installed
alongside of instead of replaced by upgrades (look at the "installonlypkgs"
option in man yum.conf), but it also has some kernel-specific stuff (like
making sure the currently-running kernel is always kept).
