how to set up s/key with openssh/pam ?

I'm trying to work out how to set up S/Key authentication for OpenSSH on
my Fedora-based server, but I can't work out what package must be
installed in order to do this.

As far as I can tell, the command to perform most of the server-side
password generation and relation functions is the command skeyinit, but I
can't find the package that provides it.  Running this command:

  yum whatprovides skeyinit

yields nothing.  If I must look beyond the distributed files in order to
install S/Key, what package or build files should I use?
