New processor requires the full re-installation of Fedora?

You'd just be installing the same, or more likely, older packages over 
themselves.  Only the kernel is packaged differently for SMP or not. 
Things like bind do actually look at how many processors you have when 
they run and act accordingly.  But it's the same bind package that is 
installed for uniprocessor or SMP boxes.
