As a matter of interest, why are you making rpms install under
/usr/local?

Typically, programs installed under /usr/local are those that are
compiled locally from source; and rpm manages everything that is under
/usr. 

Admittedly, it's just a convention, and there's nothing stopping you
from doing it, but personally, I'd feel safer in the knowledge that
anything I put under /usr/local is not ever going to be touched by
rpm...
