IST for system, local time for people

If I understand you correctly, you want the time displayed to be a
different time zone then the system time zone. If you just want the
clock in Gnome to do this, you can configure the clock. On the other
hand, if you want it for all applications, then you need to set the
TZ variable. You could do this in .bashrc.
