Fedora and Bastille Linux

I recently installed Bastille Linux on my fedora system.  Then I started
noticing that my rsync job was seeming to die.  It turns out that it
will eventually finish if you give it time, but even with the -vvv
option it doesn't tell you what is happening.  So i did a ps on my
system and I noticed a sleep 7200 !!!  Does anyone know why this would
be in there?  I'm sure its from Bastille, but what is the purpose?
