It's just the normal special case for most rangeable commands where
doubling the command means "do it to the current line". So:

!} pipes a paragraph through a shell command.
!/foo pipes the text from the current line to a line containing foo
  through a shell command, etc.

I routinely go

	{!}fmt

to reformat a paragraph.
