cdrecord, or growisofs if you prefer the command line.

Or just drag-and-drop in nautilus, if you're using gnome. 

Go to System->Preferences->Removable Drives and Media and check the "Burn a
CD or DVD button". Then, when you insert the blank cd, nautilus pops up and
you can drag and drop files there. 

In kde (and in gnome too) you can use k3b.
