One thing to keep in mind is that unless you use OPTIONS="last_rule"
 in your rule, then any later rules for the device will also be
processed. This is a change from the early implementations of udev
where only the first rule matched was used. Also, the last two rules
that are normally processed tell HAL and pam-console about the
device, so their rules can be applied. (HAL first, then
pam-console.) So the permissions that udev sets may be overridden.
