FC6 ppp0 cannot be disactivated

What does 'ifconfig' say from the command line?  I don't use
network-system-config so I can't tell you if it is not updating or what
might be going on.

Your ppp connection might be set to auto-restart if you try to access a
web page it might just create another ppp connection.
