Fedora / Red Hat systems uses the /sbin/service commands...

/sbin/service yum-updatesd stop

kinder, gentler way of stopping a daemon service

I did check and the original php-mysql package was 5.1.6-3 and 5.1.6-3.1
and 5.1.6-3.3 should both be in fedora-updates repository for all php
packages including php-mysql so you might want to execute a 'yum update'
first (possibly a 'yum clean all' and then 'yum update') to make sure
that yum is knowledgeable about the available packages.
