Just a few quick ideas, at the moment:
SELinux?
Your DHCP server being configured only to provide an answer to some MAC
addresses.
Does the network card work if you manually set addresses?

(Currently testing FC5, but still running FC4, if that's important.)
Don't send private replies to my address, the mailbox is ignored.
I read messages from the public lists.
