blacklist fails to prevent visor load?

This used to work:  I placed "visor" in /etc/hotplug/blacklist to
prevent the visor module from being loaded when I do an update from my
Palm Pilot (Treo 650) device.  I want the USB request passed through to
a WinXP VMware client which knows how to deal with Pilot devices better.

Now, I see that "visor" is being loaded in FC4 (2.6.15-1.1831_FC4)
despite being in the blacklist.  I have to remove it manually.  

/var/log/messages below - shows connection of Treo and then timeout as
no one responds.

Any ideas what is happening here?  How can I prevent Fedora from loading
'visor'? 

(Or better yet, a definitive expanation of how to get Treo communication
working under Fedora! That hasn't worked for me for a long time.)
