I don't know about the button, but the command you're looking for is
/sbin/iwconfig
(man iwconfig, look for power)

It sounds like the button may be acpid related, man acpid might be a
start point, but I've never done enough with it to know.  (The other
possibility is hal, <http://hal.freedesktop.org/wiki/Software/hal>)

The card should be able to power off: I think this is a requirement
for RF devices in many regions.
