Ummm, did you read any of the manufacturer's testimony from
the antitrust trial?  That made it pretty clear that it
wasn't a choice the customers could make - and not much
has changed since that I can see.

You might still find the vendor comments from the trial around
if you think that's why everything ships with windows.
