Aaron, I've discovered why it was working.  I am not using network cups at 
all, by the look of it, but samba printing.  This workstation was the last of 
the three installs I did, and I had a samba problem.  I could not browse the 
network, and I could not see the printers attached to the samba server.  Once 
I found the error and corrected it network browsing worked and all the 
printers are visible to system-config-printer.  Printing works perfectly.

This does rather beg the question as to whether I have ever used cups for 
remote printing, but that's not, I think, an issue that needs to worry me.
