How to debug fedora hanging after upgrading from rh9

Does the boot process get to where it starts loading the daemons, or
does it hang during the kernel messages somewhere (and if so, can you
see what is the last message)?

You may try booting into single user mode and see if you can get that
far.

Does it hang ALL the time, or just certain times?
