It doesn't sound much like that to me.  Viruses are not very common on
Linux generally and although plenty can be explained on Windows by
malware it's not usually the first port of call for an answer to strange
behaviour on Linux.

Couple of ideas, both need you to Ctrl-Alt-F1 to a text console.

 - run tcpdump in the text console before starting KDE: once KDE is
starting switch back to the text console and look for funnies, eg, DNS
that won't resolve, funny addresses being retried or not getting acked.

 - If that didn't give much of a clue, again start kde and look on the
text console with ps -Af what is the last couple of processes spawned by
KDE... a clue might be possible from what that suggests.
