Mostly, that's an administration problem, starting with the vendor. 
Windows XP Home on my Acer Aspire came preinstalled on FAT32 partitions 
(insecure). The MS documentation that came with it says, "best practice, 
use NTFS, more secure."

Also, I suspect that most users have administrator rights, mostly 
because they don't know better.

Worse, third-party suppliers:
1. Australian Tax Office supplies etax, to help people with their tax 
returns. I installed it on XP Professional as an administrator (fine), 
couldn't use it as an ordinary user.
2. I tried to play some DVDs on XP Prof. They wanted to install 
software, so I declined.
3. Sony.
