adding directory permanently to @INC of perl ?

Yes, because id copy
/usr/lib/perl5/vendor_perl/5.8.6/i386-linux-thread-multi/Apache2/Reload.pm
to
/usr/lib/perl5/vendor_perl/5.8.6/i386-linux-thread-multi/Apache/Reload.pm
:)

But it does not work. :(
