If the machine has no means to boot from a source other than the
internal hard disk, and that's not working, then I'd say the US$10-20
investment in a floppy drive might be a good idea. ;-)  I do not
believe your issue is correctable without booting from alternative
media (CD-ROM, floppy, the network, another hard disk, etc).
