I missed that one but found the one under /schemas/apps/panel/global but it
states that this is controlled by the theme and I have yet to figure out how
to change it from enabled to disabled. I found the file that appears to enable
it but I am not sure exactly what to change.

And if you make a new panel it will have tool-tips no matter where it is placed.
