I wanted to get this in the archives. When you install nut (network ups tools) it installs a udev rule to give access to any ups's plugged in to the nut user account (nut). However, if you have already plugged your usb ups in, the rule isn't retroactive. You either need to reboot or unplug and replug the device in.
