cpuspeed stuck in lowest speed after hibernate ?

Exactly... Normally my machine is at 600Mhz, but jumps up to 1500 if I run 
glxgears or compile. When I said stuck I mean if I compile somthing it stays 
at 600MHz, and takes that much longer. 

Actually, I have just done a clean reboot, and it is already in this state, 
without a hibernate. So I am no longer sure it has anything to do with 
suspending....
