PECL in FC5

I'm trying to get horde setup from source on an FC5 box and when trying
to install some PECL modules, I get an error on 'phpize'.  I see the man
page for it, but not the script/binary.  Is this something specific to
the FC package of PHP?  Or is there another PHP package I need to
install for this?
