On the contrary - it is true but not in a strictly direct
sense.  The GPL status of the kernel does not impose any
requirements on user level applications.  However it does
make it impossible or at least impractical for certain
features to ever be included in the kernel thus putting
it at a disadvantage compared to systems that can and
do include them.   And the software market follows this
functionality.
