Extra's is the mechanism used to open up Fedora to community
developers.  Core is maintained more closely with less direct
access to community developers, but does accept patch submissions
via bugzilla etc.  That system was explained from day one and
seems to be working as designed.

However both are well served by the greater community (mailing
lists, web pages etc).  So claiming that Core hasn't become a
community based project is a bit of an overstatement.
