No rpm-debuginfo package?

I can't find a rpm-debuginfo package with yum or at downloads.fedora.com.
I have a need for it to try to debug yum's use of rpm (and signals).  I see
that a rpm-debuginfo package is built if I rebuild the srpm.

Is there a rpm-debuginfo package that I just haven't found?

If not, should there be one (and a bug filed)?

Just installing the rpm-debuginfo package I built didn't work (checksums).
I'm nervous about installing all the packages (so the checksums will
match), as I could get pretty hosed.  I don't see any tests ("make test").
Reassure me?
