I would make it /dev/hda1 and give it a try.
I'm using volume groups on my FC5 system so my entries are a bit different.
echo Creating root device.
mkrootdev -t ext3 -o defaults,ro /dev/VolGroup00/LogVol00
echo Mounting root filesystem.
mount /sysroot
