	I found it.  The utility is kstart and can be invoked in ways like this
-

$ kstart --window xterm --desktop 2 xterm -geometry 80x24+0+0 -fn 10x20 -ls +sb -rv

Run it from a script and you're all set.  man kstart will give you even
more options.
