CPU frequency scaling monitor applet

Hi!

Does any one know how exactly this thing is supposed to work ?
If I click the Performance governor, hothing happens. No matter what 
"userspace" stays the active governor.
Is there any documentation I could read to get a better understanding of 
it ?
